Provincial Framework for Steelhead Management in British Columbia
Wild, self-sustaining steelhead populations are the mainstay of the steelhead recreational fishery in British Columbia, a fact that is held in very high regard by resident and international anglers alike. Reliance on the natural production of wild fish addresses legislative conservation requirements, takes advantage of investments in habitat protection, and maintains a high benefit-cost ratio for the fishery. Additionally (and being particularly mindful of the risk to wild populations), a limited number of steelhead hatchery programs are maintained for the purpose of increasing angling opportunities. These programs encourage BC residents and tourists to interact with nature and experience the outdoors, thereby improving the quality of life and providing economic benefits for many residents. Maintaining the ‘wild and sustainable’ brand for BC steelhead fisheries remains as the highest priority for this species’ management and is fundamental to its continued value and appeal. As such, the Province will continue to focus management towards protecting and restoring this unique and valuable resource for present and future generations of British Columbians.
From a management perspective, there is a recognized need to provide the regional flexibility necessary to respond to the diversity of conditions, challenges and angler preferences found across the Province. Equally important is the need for a coordinating structure based on goals, objectives and strategies on which regional management plans are based. This framework document is intended to meet this need, and provide stakeholders, partners and First Nations with a clearer understanding of the goals and objectives for steelhead management in BC.
